This is a cute roomy bag. It attaches to the handlebars with velcro straps. It has a stabilizer bungie cord at the bottom that keeps it from bouncing around. I have not used this in the rain but I don't think it would keep things dry inside. It has a plastic insert in the main compartment that helps it keep it's shape which is nice. I would recommend this to a friend.
